“You Should Invest Your Energy On The Big Thieves Stealing Billions Not Village Thieves” Says Dr Bireete

Dr. Sarah Bireete, the Executive Director of the Centre for Constitutional Governance (CCG), has raised serious concerns about President Yoweri Museveni’s focus on minor corruption while ignoring much larger issues. In a discussion on UBC’s Behind the Headlines, she pointed out that during his New Year address, the president expressed worry about small-scale thieves stealing funds meant for the Parish Development Model (PDM). However, he seemed unconcerned about the billions allegedly being misappropriated at the Bank of Uganda (BOU) and the Ministry of Finance.

Bireete’s comments highlight a significant problem with accountability in the Ugandan government. She noted that while Museveni is quick to condemn village thieves who steal livestock or small amounts of money, he remains silent about the bigger players involved in corruption. This selective focus, she argues, shows a government that has stayed in power through corruption and mismanagement.

While acknowledging some of Museveni’s achievements over his long time in office, Bireete suggested that after nearly 40 years, it might be time for him to step down. She remarked that even the best leaders need to know when to leave, especially when they have not taken a break from leadership for nearly four decades.

Bireete also expressed concerns about proposed changes to police bonds and judicial oversight. She argued that if the president wants to change existing laws or override court decisions, he should first seek approval from the public through a referendum. This would ensure that any changes reflect what the people want rather than being decided solely by those in power.

At the heart of Bireete’s argument is the belief that Uganda should be governed according to its constitution, which cannot simply be changed through speeches or political addresses. Her call for accountability and transparency resonates with many Ugandans who are frustrated with corruption at all levels of government.
