Gen Muhoozi Kainerugaba Makes 3 Tough Demands To DRC

The Chief of Defense Forces (CDF), General Muhoozi Kainerugaba, has issued a bold statement directed at the Democratic Republic of Congo (DRC), listing three key demands amid escalating tensions between the two nations.
In a message posted on X, General Muhoozi declared: “I only want 3 things from the DRC: (a) Stop killing my people, the Hima-Tutsi; (b) Remove the very toxic governor of Ituri Luboya; (c) Re-pay us for our Embassy that you burnt down.”
The General’s comments reflect deepening frustration in Kampala over the treatment of ethnic Hima-Tutsi communities allegedly targeted in conflict-hit areas of eastern Congo.
Human rights groups and regional observers have repeatedly flagged violence in Ituri Province, where ethnic clashes and rebel activity remain rife.
Muhoozi’s mention of Lt. Gen. Johnny Luboya, Ituri’s military governor, marks a significant diplomatic escalation, describing him as very toxic.
His call for Luboya’s removal is likely to rattle Kinshasa, which has maintained that its military administration in Ituri is crucial for security stabilization.
Adding to the tension is Uganda’s demand for compensation following the burning of its embassy in the DRC, an incident that remains under investigation.
The statement has sparked debate across East Africa, with analysts warning that such rhetoric, while resonant with some domestic audiences, could strain Uganda-DRC relations further.
