Museveni’s Minister Mayanja Declares War on Buganda Kingdom: Slams Kabaka’s ‘Illegal’ Appointments, Tells Mengo Leaders To Rebel Against Kabaka

State Minister for Lands Dr. Sam Mayanja has implored his Nvuma Clan head Kyadondo to mobilise fellow clan leaders to secure a meeting at the Kireka or Banda Palace from where they should be able to boldly look Kabaka Mutebi in the eye and tell him off about the need to stop making inconsequential appointments of people who are supposed to be officials under the Kingdom’s administrative structure which he says doesn’t exist-both demure and defacto.

Speaking on journalist Teera Kaaya’s radio talk show, Dr. Mayanja said that the recent reshuffle the Kabaka occasioned targeting his administrative officials based at County/Ssaza, Sub County/Gombolola, Parish and village levels was inconsequential and merely academic exercise.

Many were dismissed and an equal number of new officials posted into offices across Buganda. But Mayanja says those who were on the list of the newly posted chiefs were deceived and offered hot air/byoya bya nswa because, as far as he is concerned, there are no consequential offices into which Kabaka’s new chiefs are being posted.

Mayanja told millions of his listeners on the weekly radio show hosted by Teera Kaaya that there is nothing called Buganda Kingdom administrative structure anymore; implying that what Mengo recently proclaimed was nothing but mere mock appointments.

The controversial Minister said: “I’m a Muganda myself but I would like to dare my Nvuma clan head Kyadondo to lead us in exposing this deceit. It’s high time that someone wears a bold face and tell the Kabaka the truth that he can no longer make any consequential appointments because the Buganda Agreement of 1900, which had given Buganda some powerful status, is no longer applicable.”

“And the 1962 Constitution, which had given Buganda semi-federal status, is equally not in force anymore. We are now under the 1995 Constitution, which only makes the Kabaka Corporation Sole, in which capacity he can’t purport to be making administrative appointments and posting people to administrative positions. He is merely a Sebataka and doesn’t have any administrative structure to which he can post people and they serve as chiefs of any consequence.” He Added

Mayanja asserted that this deceit is something all the newly-appointed chiefs should protest and push back against by openly rebelling against the Kabaka while declining to take up his latest appointments because the same “is clearly illegal, alien to the Constitution and has no basis in law.”

A self-professed hater of Buganda Kingdom, whose Mengo Establishment he castigates for fermenting plenty of historical injustices in Uganda, Dr. Sam Mayanja is renowned for bring a passionate hater of the person of Kabaka Mutebi whose people have longed to know what exactly angered the Minister who for a long time never had issues with the Buganda traditional and cultural institution.
