Uganda’s justice system is under intense scrutiny following reports that a crucial legal file involving opposition figure Dr. Kizza Besigye and co-accused Obeid Lutale has mysteriously gone missing. The disappearance of the file, which was still central to an ongoing case, has sparked public concern over potential interference with the judicial process.
According to a video shared by a prominent Ugandan journalist on the social platform X, suspicions are centered on Emmanuel Baguma, the Deputy Head of the Criminal Division. It is alleged that Baguma removed the file discreetly, and since then, all efforts to trace it within the court’s official registry have been unsuccessful.
Lawyers involved in the case say they have encountered resistance and even hostility when seeking updates on the file. Baguma himself has reportedly responded aggressively to inquiries, further deepening concerns of deliberate obstruction.
Legal analysts warn that the disappearance of such a high-profile file is more than a bureaucratic mishap — it could be a sign of deeper systemic problems. The case file is considered essential for the fair and timely progression of proceedings against Besigye and Lutale. Without it, legal experts fear the case could collapse or be indefinitely delayed, potentially undermining justice.
“This is not just about one file,” said a Kampala-based human rights lawyer. “It’s about whether our justice system can be trusted to operate fairly and transparently.”
Even more troubling is the continued silence from court leadership. As of now, no official statement has been issued, nor has there been any confirmation that an internal investigation is underway. This lack of transparency is fueling widespread public suspicion and concern.
