For Plotting To Kill Museveni & Muhoozi!! Ex-CID Spokesperson Charles Twiine Granted Bail, Bobi Wine’s Bodyguard Who

Former Criminal Investigations Directorate (CID) spokesperson Charles Twiine Mansio has been granted bail by the Buganda Road Chief Magistrate’s Court, where he is facing serious charges related to hate speech and incitement of violence against top government officials. His co-accused, Noah Mitala alias Noah Mutwe—a bodyguard to opposition leader Robert Kyagulanyi (Bobi Wine)—was further remanded to Luzira Prison.
Chief Magistrate Ronald Kayizzi presided over the bail hearing and approved Twiine’s release on a cash bail of Shs 5 million. The court found the sureties presented by Twiine to be substantial and reliable. These included his wife, Ketty Kabagenyi, a secondary school teacher at Namagunga; Alex Atuhaire, a lecturer at Victoria University; James Mugisha, a commissioner with the Equal Opportunities Commission; and his brother Basimwa, a restaurant director based in Mbarara. Each was required to execute a non-cash bond of Shs 50 million.
However, the magistrate declined to grant bail to Mitala due to the lack of substantial sureties. He had presented his father and two other relatives—Esther Harriet Namala and Juliet Namusoke—but the court ruled that they did not meet the required standards. Mitala was advised to apply for bail again after finding stronger sureties or to consider seeking bail from the High Court.
Twiine and Mitala are accused of planning to harm President Yoweri Kaguta Museveni and his son, General Muhoozi Kainerugaba, the Chief of Defence Forces. The prosecution alleges that between January 2024 and May 2025, Twiine used electronic platforms to incite Mitala to attack the two leaders using pavers, a plan allegedly motivated by political grievances.
The state further alleges that Twiine used social media to transmit harmful and inflammatory content targeting various public officials. He is accused of calling Speaker of Parliament Anita Annet Among a “rotten human being” and alleging her involvement in violence in Bukedea District. He also reportedly accused Deputy Speaker Thomas Tayebwa of money laundering and fraud, while making derogatory remarks about General Muhoozi and Gen James Birungi. Additionally, some of Twiine’s posts allegedly promoted tribal hatred, particularly targeting the Bahima ethnic group.
Both Twiine and Mitala have pleaded not guilty and maintain that the charges are politically motivated. They are scheduled to return to court on July 14, 2025, for further mention of the case.
This case is among several recent prosecutions involving charges of hate speech and incitement, reflecting growing concerns around political expression and the use of digital platforms in Uganda. Others facing similar charges include Ibrahim Musana, also known as “Pressure 24/7,” a former Rubaga deputy resident city commissioner.
