The Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, has once again shown that corruption will not be tolerated in the Uganda People’s Defence Forces (UPDF). Recently, he ordered the arrest of Brigadier General Cyrus Besigye Bekunda, the Joint Staff Chief of Engineering, along with several other officers from the Engineers Brigade. They are accused of corruption and mismanaging funds meant for the military.
In a message posted on his X (formerly Twitter) account, Gen Kainerugaba said the officers had betrayed a sacred principle of the UPDF — being self-reliant and efficient. He said, “They poisoned, contaminated, and desecrated a sacred principle we have always embraced as UPDF—that we can be self-sufficient and efficient. They received money and misused it! Let their punishment serve as a lesson to others.”
This is not the first time the CDF has spoken out against corruption in the army. In February 2024, during a closing ceremony at the College of Logistics and Engineering (COLE) in Magamaga, Jinja, Gen Kainerugaba warned all officers about the dangers of corruption. He emphasized that such actions harm the army’s readiness to fight and the wellbeing of soldiers. He made it clear that anyone involved in corruption or resource mismanagement must change their ways or leave the UPDF.
“Any individual or group with selfish interests—whether corruption, misappropriation of resources, or mismanagement of any kind—must reform immediately or leave our cherished UPDF before they are exposed,” he stated firmly.
By arresting Brig Gen Bekunda and others, Gen Kainerugaba is sending a strong message that no one is above the law, regardless of rank. This crackdown aims to restore discipline and honesty in the army, ensuring that public resources are protected and used properly.
The UPDF chief’s fight against corruption is ongoing, and these recent arrests show his determination to keep the army clean and professional. Many hope this will bring lasting change and improve the reputation of Uganda’s military forces.
