The Independent Member of Parliament, Mpindi Bumali, disclosed heightened security measures during the recently concluded Conference of Speakers and Presiding Officers of the Commonwealth Parliaments (CSCP2024).

This was prompted by intelligence indicating a covert plan to embarrass President Yoweri Kaguta Museveni, Speaker Annet Anita Among, and Deputy Speaker Thomas Tayebwa.Mpindi shared that classified information suggested opposition legislators intended to accuse government officials of human rights violations before international cameras. The plan involved concealing placards with critical statements in their coats and bags, ready to display during President Museveni’s address.

Security detected the plot, and a list of opposition legislators not permitted at the meeting was provided to Special Forces Command (SFC) Commanders. Kyadondo East Legislator Muwada Nkunyingi recounted being denied entry, while others, like Former Leader of Opposition Mathias Mpuuga Nsamba, were allowed access. Nkunyingi claimed he was isolated, warned by armed SFC guards, and instructed to leave promptly. Similarly, legislator Paulson Luttamaguzi Ssemakula was reportedly prevented from attending.

Speaker Among acknowledged the absence of powerful Commonwealth nations due to concerns about Uganda’s human rights record, particularly the Anti-Homosexuality Law. She plans to address the UK Parliament in March 2024 to influence the lifting of travel bans on Ugandan officials.

However, Mpindi still doubts whether Nkunyingi was among the legislators stopped from attending the meeting insisting that Nkunyingi is among the known legislators who are always in the habit of playing political games to score political gains.

“Nkunyingi is a known political comedian, he wanted to be quoted by international media that he is a very powerful legislator in Uganda and president Museveni’s government fears him that is why they stopped him from attending an international meeting at home,” Mpindi said.

He further exposed Nkunyingi that during the Kyadondo East 2017 by-election, he put up a scene showing that he was stopped from voting as a candidate because he wanted to use the situation as a ground to challenge Robert Kyagulanyi Ssentamu’s landslide victory. He challenged Nkunyingi to provide evidence either in video or pictures of him under arrest at Munyonyo Commonwealth Resort Hotel and placed Shs1m on that evidence. He insisted that Nkunyingi wanted to play his political comedy to show the world that Uganda is an ungovernable country.

Aisha Nalule Kabanda, NUP Deputy Secretary General, challenged Mpindi to provide evidence disproving Nkunyingi’s claim of being barred from the meeting.
