Has Museveni Appointed Former IGP Kayihura As A Minister!! Cabinet Reshuffle List Allegedly Leaks

President Museveni has been gearing up for Cabinet changes since late December 2023, stirring unease within the power corridors.
Reports suggested a leaked list of prospective new cabinet ministers emerged on Friday night, promptly retracted by President Museveni for undisclosed reasons. Deputy spokesperson Farouk Kirunda urged the public to disregard the circulating information regarding a Cabinet reshuffle by the President, emphasizing that no such action had occurred yet.
He added: “No such reshuffle has been carried out. In case the Appointing Authority reshuffles his Cabinet, you will be informed through the official channels.”
According to reliable sources, the leaked list outlined significant shifts, including the elevation of Works Minister Gen Katumba Wamala to Vice President, replacing Maj Jessica Alupo. Additionally, State Minister of Internal Affairs, Gen David Muhoozi, was purportedly slated for promotion to Prime Minister, succeeding Robinah Nabbanja.
Among other changes, Hon Frank Tumwebaze was reportedly reassigned from the Ministry of Agriculture to Lands, while Gender Minister Betty Amongi was anticipated to transition to the Agriculture Ministry, with Persis Namuganza poised to succeed her.
Return Of Kayihura?
There were speculations regarding the return of former Inspector General of Police, Gen Kale Kayihura, as Minister of Water and Environment, and Lt Gen James Mugira’s potential move from Managing Director, National Enterprise Corporation (NEC), to Minister of State for Trade.
Energy Minister Ruth Nankabirwa’s purported transfer to Government Chief Whip in Parliament and the reassignment of Defence Minister Vincent Bamulangaki Ssempijja were also mentioned in the leaked list.
Furthermore, Chief of Defence Forces Gen Wilson Mbadi was anticipated to transition from leading the armed forces to assuming the role of Security Minister, as President Museveni continued the trend of increasing army officers in cabinet positions over the past decade.
