Museveni Finally Remembers Former EC Boss Eng. Kiggundu – Appoints Him To Oversee The Controversial Lubowa Hospital Project
Dr. Eng Badiru Kigundu is widely recognized in Uganda for his involvement in elections. He served as the head of Uganda’s Electoral Commission for two consecutive terms spanning 14 years, from 2002 to 2016.
He was succeeded by Justice Simon Mugenyi Byabakama, who recently began a new term.During his unsuccessful attempts to unseat President Museveni, Dr. Kiiza Besigye frequently alleged that Eng Kigundu manipulated and engineered election results to prevent him from securing a significant victory over Museveni in the 2006, 2011, and 2016 elections.
Besigye eventually ceased contesting, citing the elections as a mere formality to endorse Museveni’s hold on power.Following the conclusion of his tenure at the Electoral Commission, President Museveni assigned Kigundu to utilize his engineering expertise in other endeavors, notably appointing him to lead the presidential select committee tasked with overseeing and finalizing the Mega Karuma and Isimba Hydro power projects.
Under Kigundu’s leadership, the committee successfully completed the Isimba project in 2019, with the Karuma Dam nearing completion and awaiting commissioning.
Recent revelations by Deputy Speaker Thomas Tayebwa indicate that Museveni has once again entrusted Kigundu to lead the committee overseeing the construction of the contentious Lubowa Hospital.
Despite significant investments and restricted access to the construction site since 2019, progress on the hospital remains minimal.
Efforts to monitor the construction progress have faced obstacles, with attempts in 2019 by the Minister of Health, the parliamentary health committee, and a recent inquiry by the Leader of the Opposition in Parliament, Joel Ssenyonyi, being met with resistance and armed opposition.
