Office of Sironko RDC Accused of Bias Over Display of Political Posters

The Office of the Resident District Commissioner (RDC) in Sironko is facing intense criticism after political posters of Hajji Lumolo and his daughter were spotted displayed inside the premises. The incident has raised serious concerns about political bias and the neutrality of the RDC’s office.
The RDC, Balwaniregha Denis Ephraim, serves as the President’s representative in the district and is expected by law to remain impartial. His role includes coordinating government services, overseeing the implementation of government programs, and ensuring security and order at the district level.
According to Article 203 of the 1995 Constitution of Uganda, RDCs are mandated to monitor Central and Local Government service delivery, chair the District Security Committee, and carry out any functions assigned by the President or Parliament. The Local Government Act of 1997 also highlights the RDC’s responsibility to remain politically neutral while representing the President and advising local leaders on national matters.
However, the presence of political campaign materials in a public office goes against these constitutional responsibilities. The actions linked to the Office of the Sironko RDC have led to public outcry, with many accusing the office of openly taking sides in the political process.
In reaction, residents of Sironko are calling for the immediate transfer of RDC Balwaniregha Denis Ephraim, saying this conduct has eroded public confidence in the fairness of the upcoming electoral process. They argue that the continued presence of a politically biased RDC creates an uneven playing field for other political aspirants.
Local voices are now urging government authorities to take swift action and ensure that public offices serve all citizens equally, without political favoritism. As the country heads into another election season, the people of Sironko are demanding accountable leadership and respect for the law from all public officials.
