The Speaker of Parliament in Uganda holds a highly esteemed and powerful role, marked by authority and fairness. As stipulated in Section 31 of the Constitution Act, the Speaker serves as an independent and neutral representative of the Legislative Assembly.
Anita Annet Among, who has held the position since March 25, 2022, is the current Speaker of Parliament.
Although the exact monthly salary of the Speaker is not publicly disclosed, it is understood to be considerable, reflecting the significant responsibilities and importance of the position.
In addition to the monthly salary, both the Speaker and Deputy Speaker are entitled to a monthly pension amounting to 60 percent of the sitting Speaker’s salary, as outlined in the Parliamentary Pensions (Amendment) (No.2) Act of 2011. This pension ensures financial stability for the Speaker after leaving office.
Upon retirement, the Speaker also receives a lump sum payment, which is equivalent to one year’s salary for each term served in office. This retirement benefit provides a substantial financial cushion. For example, former Speaker Edward Ssekandi would be entitled to Shs421 million, while Rebecca Kadaga, who served as Deputy Speaker for ten years, would receive Shs417.2 million.
The Speaker is provided with a four-wheel drive, chauffeur-driven car (with specifications between 3500-4000cc), which is replaced every five years to ensure safe and reliable transportation.
Furthermore, the Speaker is allocated two security guards and two domestic staff members to guarantee personal security and comfort.
Comprehensive medical coverage for the Speaker and their spouse(s) is another key benefit, ensuring they receive the necessary healthcare.
Additionally, the Speaker receives a monthly allowance of Shs660,000 to cover utility expenses, ensuring the smooth management of their household.
The Speaker’s professional needs are supported by a fully furnished office and a dedicated visitors’ waiting area. The Speaker also has access to a specific budget for both local and international travel, which facilitates participation in official duties, including business and appointments committees.
In the Speaker’s absence, the Deputy Speaker, Thomas Tayebwa (who has held the position since 2022), steps in to chair the committees. These committees are also allocated their own budgets and travel allowances to ensure that parliamentary functions run smoothly.
The extensive benefits and allowances provided to the Speaker underline the crucial importance of this office in Uganda’s governance, ensuring that the individual in this role is adequately supported in both their professional responsibilities and post-tenure needs.
