Unveiled Plan!! How Fearless Mafias Forged Museveni’s Signature And Made Him Lose Billions Of Money
President Yoweri Museveni’s ex-Senior Press Secretary, Joseph Tamale Mirundi, has revealed instances where mafias manipulated the president within his government.
Mirundi shared a story of President Museveni discovering Dr. Steven Paul Kagoda, previously in Works and Transport, present at a Ministry of Education and Sports meeting at State House Entebbe, highlighting manipulations like forged signatures and unauthorized transfers.
But surprisingly on this occasion, before he even cleared his throat, he was shocked to see Kagoda, a minister he deployed in the works ministry attending a meeting for the education ministry.Mirundi quoted a surprised Museveni asking Kagoda why he was at a Ministry of Education delegation, stating that Kagoda claimed to have been reshuffled.
Museveni, unaware of any reshuffle, demanded proof. Mirundi recounted that an angered Museveni instructed his assistants to provide him with his phone to verify the situation.Museveni was shocked and asked him to prove because to the best of his knowledge, he had never made any reshuffle.
Mirundi who was by then still working at State House narrated that a furious Museveni ordered his assistants to give him his phone.He made a phone call to Dr. Rose Nassali Lukwago who was the then the Permanent Secretary Ministry of Education and Sports and asked her why she was not in his meeting.
Dr. Nassali told him that,” Your excellency you fired me from that office sir.
Museveni, angered by the situation, instructed Nassali to produce the letter he allegedly wrote when firing her, and was surprised to find his known signature on it. Despite launching an investigation, he took no action against the culprits, understanding the internal conflicts within his government. Mirundi disclosed that during the three-day confusion, mafias exploited the situation, causing significant financial losses to the government.
This context helps explain Museveni’s fury when Geraldine Busuulwa Ssali, Permanent Secretary at the Ministry of Trade and Cooperative, was suspended on fabricated corruption charges by Ramathan Ggoobi, the Permanent Secretary and Secretary to Treasury.Mirundi asserted that Museveni summoned Ggoobi, along with senior Trade minister Francis Mwebesa and David Bahati, to State House Entebbe.
Museveni, furious, questioned Ggoobi’s authority to suspend officials he didn’t appoint, warning him against touching appointed Permanent Secretaries.
“The president was very furious and asked Ggoobi whether he was now the president of Uganda. He warned him never again to attempt to touch permanent Secretaries he appointed, because he was aware that there were people who were using Ggoobi,” Mirundi said.
Mirundi highlighted Museveni’s awareness of individuals influencing Ggoobi’s actions. Mirundi also cited an incident where Joy Kabatsi, former State Minister for Works, misled Museveni into signing a press release directing compensation to controversial businessman Hassan Basajjabalaba for billions of shillings.
In the early morning, while driving to the office, Mirundi received a call from Museveni inquiring about his whereabouts. When Mirundi mentioned he was en route to work, an angered Museveni pressed for details on their meeting and instructed him to convey the directive for the government to compensate Basajjabalaba. Mirundi, already apprehensive, revealed that Joy Kabatsi was the source of this information.
