EC Issues Guidance on Payment of Nomination Fees for Parliamentary Aspirants

The Electoral Commission (EC) has issued guidance for individuals intending to run for Parliament in the upcoming general elections.

According to a notice released on the EC’s official X (formerly Twitter) page on October 13, 2025, all aspirants must present proof of payment of a nomination fee of UGX 3,000,000 before being formally nominated as Parliamentary candidates.

> “Each nomination paper must be accompanied by proof of payment of a nomination fee of UGX 3,000,000, payable to the Uganda Administration through any bank authorized to collect Non-Tax Revenue (NTR),” the statement reads.

The Commission clarified that payments must be made through the Uganda Revenue Authority (URA) online system to ensure transparency and accountability.

How to Make the Payment:

1. Visit the URA website at www.ura.go.ug.

2. Click the “Make a Payment” icon at the bottom left of the homepage.

3. Select “Generate Payment Slip” (default payment type “DT”).

4. Under Payment Category, choose “Other NTR.”

5. Select “Electoral Commission” from the Ministry/Department/Agency dropdown.

6. Under Sub-category, select Nomination Fees, and under Tax Head, select Parliamentary Candidate.

7. The amount UGX 3,000,000 will automatically appear.

8. Generate a Payment Registration Number (PRN) and take it to any authorized bank to make the payment.

9. Present the bank-issued receipt at the EC Headquarters (Cashier’s Office) to obtain a General Receipt.

Aspirants unable to present the receipt in person may submit the Bank Payment Slip (with PRN) to the District Election Administrator, who will verify the transaction with EC Headquarters and issue the General Receipt.

The EC warned aspirants against making payments to any District or City Administration accounts, emphasizing that all transactions must follow the prescribed procedure.

Nomination Dates and Locations:

Nominations for the 2025 Parliamentary Elections will take place on 22-23 October 2025 at the offices of the respective District and City Returning Officers nationwide.

> “All aspiring candidates are advised to prepare their documents early and ensure they meet all requirements before nomination day,” the Commission emphasized.

The EC assured the public of its commitment to conducting a transparent, fair, and efficient nomination exercise in accordance with Uganda’s electoral laws.
