New revelations have surfaced regarding the detention of former CID spokesperson Charles Twiine, with security sources linking him to exiled opposition figure Kakwenza Rukirabashaija and controversial anti-government blogger Fred Lumbuye.

Twiine, who has reportedly been in security custody, has been missing for several weeks following a meeting with the Inspector General of Police, Abbas Byakagaba, at police headquarters in Naguru.

Earlier reports indicated that Twiine was arrested after allegedly leaking sensitive government information to individuals considered hostile to the regime. Security operatives believe these leaks may have compromised internal operations.

Fresh details now suggest Twiine maintained communication with both Kakwenza and Lumbuye—associations security sources consider highly incriminating if proven true. According to one top source, Kakwenza allegedly sent Twiine a video clip a few months ago, which Twiine initially intended to circulate. However, fearing backlash and potential loss of his lucrative parliamentary appointment, Twiine reportedly pleaded with Kakwenza to withhold the footage. It is further alleged that Twiine paid Kakwenza several million shillings to suppress the release of the material.

In addition, security officials claim Twiine also communicated with Lumbuye, although specifics of those interactions remain undisclosed.

In a dramatic turn of events, Counter Terrorism and CID officers raided Twiine’s residence in Kasangati last night. According to his wife, Twiine was escorted home around 6:00 PM under heavy security, including plainclothes officers. “He arrived, and I managed to greet him, but I was not allowed to speak with him further,” she recounted. “They searched the entire house, and when I asked where they were taking him, I was told Kira Road Police.” She added that nothing was taken from the home during the search.
