In a confidential intelligence report dated 2nd August 2024, the Ministry of Defense and Veterans Affairs revealed that Uganda opposition groups are coordinating to overthrow the current government of HE Yoweri Kaguta Museveni.

The report pins Kyagulanyi Robert (National Unity Platform – NUP), Kiiza Besigye (Forum for Democratic Change – FDC) and Mugisha Muntu (Alliance for National Transformation – ANT) as ring leaders.

“Our intelligence operations have uncovered a coordinated and multifaceted plot to overthrow the government of Uganda, orchestrated by elements within the opposition parties, select government officials, foreign governments, and LGBTQ groups in Europe. This report outlines the details of these efforts, including key actors, sources of funding, and operational tactics intended to destabilize the state under the guise of anti-corruption protests,” states the report.

The Defense Ministry says on February 5th, 2024, a critical meeting took place involving prominent opposition leaders mentioned above and they reached a consensus on the need to work together to destabilize the current government.

It is said that their strategy involves inciting chaos and unrest, primarily through orchestrated protests against alleged corruption. The ultimate goal of this alliance is to force a regime change in Uganda.

“Our sources have confirmed that NUP has received substantial financial support, amounting to approximately $5 million, from the United States government. In addition, LGBTQ groups based in the United Kingdom have provided further financial backing. This funding is intended to support activities aimed at toppling the government, including financing protests and other subversive activities,” states the report

“It has been established that Nicholas Opiyo of Chapter Four Uganda, a lawyer with known connections to foreign agents, is facilitating the transfer and management of these funds. Opiyo’s role in this conspiracy is critical, as he channels these resources to fuel unrest and dissent within Uganda.”

Further, the report states that Kiiza Besigye has made at least four international trips in recent months, including visits to Turkey and the United States. During these trips, it is believed that he met with foreign entities who are interested in supporting regime change in Uganda.

“The specifics of these meetings are still under investigation, but it is clear that they involved discussions on how to accelerate the destabilization efforts,” the army adds

”Social media platforms, particularly X (formerly Twitter), are being utilized to coordinate and amplify the opposition’s efforts. Activists such as Stella Nyanzi, Kakwenza, and Agather Atuheire are playing pivotal roles in this digital insurgency. These individuals are well-known for their subversive activities and are currently under investigation for potential espionage against the state.”

Also, the army says the plot to overthrow the government is not limited to opposition elements.

“Intelligence indicates that some government officials may be complicit in these activities. We are actively investigating these individuals to ascertain the extent of their involvement and will take necessary actions to neutralize any internal threats.”
