“There Is Totally Nothing Wrong With What They Are Doing To NUP.” Gen Muhoozi Breaks His Silence Regarding JATT Forces

General Muhoozi Kainerugaba, the Chief of Defence Forces, has expressed support for the Joint Anti-Terrorism Task Force (JATT) amid recent criticisms of its conduct during the Kawempe North by-election campaigns.

This week, security personnel wearing masks, identified as JATT operatives, were seen interacting with supporters of the National Unity Platform (NUP) and journalists, allegedly using excessive force. These interactions have raised concerns about JATT’s role and actions in the electoral process.

Formed under the Anti-Terrorism Act of 2002, JATT is a specialized counter-terrorism unit composed of personnel from various security agencies, including the Uganda Police Force, Uganda People’s Defence Forces (UPDF), and the Special Forces Command (SFC). Initially established to combat groups like the Lord’s Resistance Army (LRA), JATT operates under the guidance of the Internal Security Organization (ISO) and the Chieftaincy of Military Intelligence (CMI). Its recent involvement in election security has sparked controversy.

Luke Owoyesigyire, Deputy Spokesperson for Kampala Metropolitan Police, explained that JATT’s presence was intended to ensure peaceful elections, especially in areas where the Electoral Commission has limited authority. He confirmed that JATT operatives would remain in Kawempe until the by-election is completed.

Despite these concerns, General Muhoozi’s praise underscores the government’s stance that JATT plays a crucial role in maintaining security and addressing potential threats.
