Fear and grief are once again sweeping through communities in eastern Democratic Republic of the Congo (DRC) after a wave of brutal assaults by the Allied Democratic Forces (ADF). Local and military officials report that more than 50 civilians were killed between Thursday and Sunday in the Lubero and Beni territories of North Kivu Province.
One of the most shocking attacks occurred in the town of Oicha, where witnesses say rebels trapped nine people inside a house and set it ablaze, killing them as they slept. Among the victims was a shopkeeper who perished in his own business. “They were peacefully watching a football match when the rebels struck,” said resident Jospin Kasayi, who lost his brother in the attack.
The massacres have left survivors both heartbroken and enraged. “It pains us to see this horror repeating itself,” said local resident Joel Kabunga Lugware. “For decades, these rebels have slaughtered civilians with impunity, and no decisive action has been taken to end our suffering.”
The ADF, originally formed in the 1990s by Ugandan opposition groups and now affiliated with the Islamic State, has intensified its operations in North Kivu and neighboring Ituri Province. Despite joint Congolese and Ugandan military campaigns launched in 2021, civilians remain the group’s primary targets.
Civil society leaders say repeated warnings have gone unheeded. “After the Lubero massacres, we raised alarms, but no meaningful steps were taken. Now the unthinkable has happened, and we fear worse is yet to come,” said Isaac Kabalami, head of Oicha’s civil society.
The region has seen similar tragedies before. In July, more than 40 worshippers were massacred during a prayer vigil in Komanda, Ituri Province. Residents now fear such attacks will persist unless stronger measures are enforced.
On Sunday, the Congolese army acknowledged the killings, accusing the ADF of trying to derail ongoing operations. Military spokesperson Marc Elongo-Kyondwa vowed that loyalist forces would “annihilate these terrorists” and urged civilians to support security efforts.
Yet, even under a state of siege imposed since May 2021, North Kivu remains deeply unstable. Goma, the provincial capital, has been under M23 rebel control since January, while ADF fighters continue to strike nearby communities with little resistance. For many, the situation feels increasingly dire.
“If the ADF can kill civilians week after week just a few kilometers from Beni—where all the authorities are stationed—what hope remains for us?” Kabalami asked bitterly.
For the people of North Kivu, daily life continues in a painful cycle of fear, mourning, and unanswered questions.
